What did AARO's November 2024 Senate hearing actually say about aliens, triangles, and unresolved cases?

The published transcript says the subcommittee met at 4:30 p.m. Chair Kirsten Gillibrand presided. Members present: Senators Gillibrand, Peters, and Ernst. It adjourned at 5:10 p.m. That is a 40-minute open session, not a multi-witness disclosure hearing.

AARO's Congressional/Press Products page lists three November 19, 2024 rows: Kosloski's statement for the record, a video, and a presentation. Those rows sit next to the April 19, 2023 Kirkpatrick hearing products. Same subcommittee. Different director. Different date. Different holdings language.

Gillibrand and Ernst openings framed stigma, domain awareness, public reporting, and national-security concern. Member framing is oversight context. It is not AARO's analytic finding set.

Three priorities: building strong partnerships, promoting transparency, and scaling up the work of the office.

Classification example: why are photos of seemingly benign objects, such as balloons, classified? Kosloski said it is often the case that an object or phenomenon itself is not a security concern, but the location, source, or method used to capture it is still sensitive.

NARA adjacency: AARO is working closely with the National Archives and Records Administration to make UAP-related documents publicly available in a digitized collection. That is cooperation language, not a claim that every requested reel is already posted.

Closing fence in the SFR: AARO will not foreclose on any explanation for UAP prematurely. It will follow the science and data wherever they lead. That is process language, not hidden ET confirmation.

Gillibrand asked what makes some cases anomalous, and what might prompt AARO to reopen an active-archive case. Kosloski first defined the active archive as the place for cases that lack enough scientific information to resolve at that time, while AARO looks for later correlation or more data. He gave Starlink flares as an example of later correlation.

He then described three cases that merit analysis. The first, he said, was brought by a law enforcement officer out West. The officer observed a large orange orb floating several hundred feet above the ground, a couple of miles away. While investigating, about 40 to 60 meters away, in a well-lit area, he saw a blacker than black object. He said it was about the size of a Prius, 4 to 6 feet wide. As he got 40 to 60 meters away, the object tilted up about 45 degrees and shot up vertically. He says 10 to 100 times faster than any drone he has ever seen, without making a sound as far as he could tell from inside his vehicle, then emitted very bright red and blue lights. Kosloski called that anomalous because of the size of the vehicle with the great acceleration, and because the officer later found no disturbance of the ground beneath it.

Quote the hedges. He said. He says. As far as he could tell. Those are witness-paraphrase markers. They are not AARO object identification, not a published resolution card, and not a triangle label.

The triangle demand comes from a different slide. In the trends presentation, Kosloski said the majority of reported shapes have been lights or orbs, and that some of the most interesting cases are E-shape such as the triangles or the cylinders. Morphology-chart residual is not the Prius object's ID. Do not merge the chart with the law-enforcement anecdote into one Prius-sized hovering triangle confirmation.

The other two Q and A examples stay in the same witness-or-analysis bucket. One is a large metallic cylinder, about the size of a commercial airplane, reported stationary then disappearing. The other is a small-looking object that appeared to fly between two aircraft; Kosloski said careful analysis suggests it might have been farther away, but AARO does not have the metadata to support that yet. Metadata gap is not ET proof.

Kosloski used resolved public cases as method demos, not as a new disclosure package.

Puerto Rico, 2013: he described a Customs and Border Protection infrared clip often read as transmedium. AARO assessed the object was flying over the airport the entire time. Apparent water entry was thermal crossover, where the water temperature matched the object and the camera could no longer distinguish the two. The assessment: likely a pair of balloons or sky lanterns, floating at about 7 knots and descending to about 200 meters. That is hearing-day method talk. GOFAST: he said the clip looks like an object flying very fast, very close to the water. Geospatial analysis using trigonometry assessed with high confidence that the object is not close to the water but closer to 13,000 feet, with parallax making it look faster. He pointed to AARO's public parallax paper so the public can check the math. That is a method demo of an already published case card, not a 2024 origin finding.

He also previewed a 2018 Mediterranean UAV clip near Mt. Etna that appeared to transit an eruption plume. The hub already has a dedicated Mt. Etna case-resolution brief. Hearing mention is not a second resolution.

On April 19, 2023, then-director Sean M. Kirkpatrick told the same subcommittee that AARO had found no credible evidence thus far of extraterrestrial activity, off-world technology, or objects that defy the known laws of physics. He used a working set of about 650 cases that week.

Kosloski's November 19, 2024 line is related but not identical: no verifiable evidence of extraterrestrial beings, activity, or technology, with holdings then described as over 1,600. Credible versus verifiable is wording drift inside a continued no-ET office posture. It is not a secret reversal and not a secret confirmation.

Public reporting: in the trends briefing Kosloski said AARO hoped to have a public reporting mechanism live in mid 2025. In later Q and A he said the planned mechanism would look similar to the historical-events path: download a PDF form, write a narrative, email it with accompanying media. He said AARO considered automated online forms and cellphone apps and chose the PDF path as safer, cheaper, and easier to maintain.

That is 2024 plan language. It is not proof that AARO now accepts general public sightings. The hub reporting brief still fences the live public form as a narrower government-linked firsthand path. Do not upgrade a 2024 PDF-form plan into today's civilian intake.

Director start date: DoD announced Kosloski's appointment on August 26, 2024, on detail from NSA. The SFR says he arrived in August 2024. Hearing-day posture is three months into that seat, not a lifetime closeout of every case.
