Immaculate Constellation: what the congressional record actually contains

Immaculate Constellation entered the public UAP debate as the name of an alleged unacknowledged special access program, or USAP, described in a whistleblower-origin report. On November 13, 2024, that report was submitted into a House Oversight hearing titled Unidentified Anomalous Phenomena: Exposing the Truth.

The hearing record is primary evidence that the claim was entered and discussed in public. It is not primary evidence that the Department of Defense operates a verified program by that name.

DoD public denial language, as carried in Shellenberger's testimony and in an ODNI FOIA product summarizing the press allegation, states that the Department has no record, present or historical, of any type of SAP called IMMACULATE CONSTELLATION.

Use this table before treating Immaculate Constellation as a confirmed Pentagon program. This is the extractable.

The hearing exhibit presents itself as a public version of a whistleblower-origin investigation into UAP, Technologies of Unknown Origin, and Non-Human Intelligence. The text says the investigation used non-public Executive Branch data obtained while the author pursued lawful duties as a Department of Defense employee, and that a public version was reviewed for release by the Department of State Bureau of Global Public Affairs.

Section 1 of the exhibit names IMMACULATE CONSTELLATION as an Unacknowledged Special Access Program established after public disclosure of AATIP/AAWSAP-related activity in 2017. It claims a primary mission of collecting imagery intelligence on UAP and related vehicles using tasked and untasked U.S. military-intelligence resources, and frames the program as a nexus inside a broader SAP network tied to NHI and UAP technologies.

Those are claims inside a submitted exhibit. Quote them as exhibit language. Do not upgrade them into authenticated DoD program descriptions unless a separate primary agency product does that work.

Shellenberger's November 13, 2024 written testimony is the main journalist-layer primary. It recounts a whistleblower report provided to authorized committees, quotes the report's claim that the Executive Branch managed UAP/NHI issues without congressional knowledge or authorization, and repeats the report's parent-USAP framing for Immaculate Constellation as a consolidator of UAP observations from tasked and untasked platforms.

The same testimony records DoD spokesperson Sue Gough saying the Department has no record, present or historical, of any type of SAP called IMMACULATE CONSTELLATION. That pairing matters. The testimony is not only allegation forwarding. It is also a hearing vehicle for the public denial.

Shellenberger also argues broader transparency and notification problems around SAPs and UAP. Keep that oversight argument separate from program authentication. A journalist can put both an allegation and a denial into the record without Congress verifying either side's full factual universe.

ODNI FOIA Case DF-2025-00021, approved for release November 6, 2024, is a short unclassified product titled Description of Alleged IMMACULATE CONSTELLATION Program. It summarizes open-press reporting that began around October 9, 2024 about a supposed unacknowledged SAP regarding UAP, allegedly created in 2017, allegedly holding highly classified UAP evidence, and allegedly managed without appropriate congressional awareness or oversight.

The FOIA product notes the journalist's whistleblower-source claim, a second-source confirmation claim in U.K. coverage, and the allegation that high-quality encounter evidence was not shared with AARO or other people managing the UAP mission. It then records the Sue Gough denial that DoD has no record, present or historical, of any type of SAP called IMMACULATE CONSTELLATION, and notes press expectations that the topic would arise at November 2024 open hearings.

Use this product as an IC FOIA summary of the allegation cycle plus denial language. Do not treat the FOIA summary as proof the program exists, and do not treat the denial as a classified inventory of every other activity under other names.

Immaculate Constellation is not an AARO case-resolution card like GoFast, Gimbal, or FLIR. It is a program-name allegation that moved through press, FOIA summary, journalist testimony, and a House hearing exhibit.

Discard Congress proved the secret program. Congress entered and discussed a document. That is not the same as verifying every claim inside it.

Discard The Pentagon confirmed Immaculate Constellation. The public DoD denial language says the opposite about a SAP by that name.

Discard Treating NHI, TUO, ARV, or crash-retrieval sentences inside the exhibit as established fact. Those remain exhibit claims until independent primary verification exists.

Discard Collapsing Immaculate Constellation into AATIP, AAWSAP, UAPTF, AARO, KONA BLUE, Moon Dust, or PURSUE. Related vocabulary can appear in the same oversight conversation without being the same program.

Keep: hearing date and title, Mace submission label, exhibit as whistleblower-origin text, Shellenberger testimony pair of allegation plus denial, ODNI FOIA summary, and the hard line that unresolved or alleged is not extraterrestrial proof.
