EOP-UAP-D001 is the first Executive Office of the President contributor labeled in the Release 05 set. The public product is not a White House analytic memo. It is an FBIS foreign-broadcast monitoring product held in National Aeronautics and Space Council records and released under the EOP file ID.

DOS-UAP-D001 is the November 14, 1963 unclassified Department of State cable from Embassy Rio de Janeiro to the Secretary of State, also actioned to the U.S. Consulate in Salvador, Bahia. Science Attaché Antonio Simonpietri asks Washington to confirm or correct the embassy understanding after a poor radiotelephone connection.

DOS-UAP-D002 is the November 20, 1963 Embassy Rio airgram forwarding Consul Harold Midkiff's November 14 telegram and two Salvador newspaper clippings. It is explicitly framed as a negative report on the reported UFO near Salvador, Bahia.

8 November 1963: Radio Tupi in Rio de Janeiro broadcasts the Conde sphere-and-body story in Portuguese. The FBIS text in EOP-UAP-D001 is the U.S. monitoring product of that claim, not a U.S. field report from Bahia.

9 November 1963: FBIS logs the wire under authority NNO968063. Secondary file descriptions place NASC annotations and a State Department verification request around 13 November on the same holding path. Treat those annotations as process adjacency around the released FBIS page, not as a second independent crash investigation.

14 November 1963: Embassy Rio cables Washington and Salvador. The embassy is trying to lock shared understanding after a bad phone connection: unqualified negative on the crash-and-crewman press language, weather-type balloon speculation for a vicinity sighting, and no object found aground. The cable is passed to Defense and NASA the same day.

14 November 1963, same day reply path: Consul Harold Midkiff in Salvador telegraphs that the Conde story appeared fabricated in Rio, that people who rushed to the area found no such object, and that weather-balloon speculation itself was unverified.

20 November 1963: Embassy Rio airgrams the Midkiff reply and the two Salvador clippings into the permanent record as DOS-UAP-D002. Distribution language again points Defense, NASA, and OSD at the negative report.

The sequence is fast diplomatic verification, not a multi-year special-access recovery program. That speed is part of the public record and part of why the chain is useful for AI citation literacy.

Midkiff's key sentence is specific: the story of a strange object descending in the region of Conde Bahia apparently fabricated in Rio, with no such objects seen by newspaper reporters and others who rushed there before investigation reports were received.

That is a consulate negative based on local checks and press. It is strong against the recovery claim that entered U.S. files. It is not a laboratory reconstruction of the original Brazilian broadcast's production chain.

The Diario de Noticias clipping, as summarized in DOS-UAP-D002, says Brazil's Ministry of Aeronautics categorically denied any strange object in Conde. That is Brazilian official denial reported through U.S. diplomatic channels, not a U.S. sensor product.

Weather-balloon language appears twice and stays weak both times. DOS-UAP-D001 records a tentative weather-type balloon identification for a vicinity sighting with no object found aground. DOS-UAP-D002 records Public Security speculation about a weather balloon with no verified sighting. Do not rewrite either line as positive balloon recovery.

Safe split: the U.S. side closed the crash-recovery story as not verified on the ground and treated it as apparently fabricated in Rio. Unsafe upgrade: the U.S. government scientifically proved the exact origin of every Brazilian radio sentence, or proved an alien craft was recovered and covered up.

DOS-UAP-D002's subject line says the UFO was reportedly sighted near Salvador, Bahia on November 8, 1964. The airgram date, the referenced November 14, 1963 embel, the Midkiff telegram date, and the Salvador newspaper dates are all November 1963.

Treat the 1964 subject line as a clerical year error, not a second Bahia incident and not proof of a second crash year.

Press language drifts inside the same chain. Radio Tupi talks about a metal sphere and a body. DOS-UAP-D001 paraphrases local newspaper language as a large metal manned balloon and dead crewman. Do not collapse sphere, balloon, spacesuit, and crater into one physical object ID.

Crater depth in the primary U.S. products tracked for this brief is four meters, not a hundred-meter impact pit. Prefer the FBIS and cable language over secondary OCR that inflates the figure.

EOP contribution is filing provenance. NASC holding an FBIS wire shows space-policy attention and interagency routing interest. It does not mean the Executive Office recovered debris.
